Can You Rent a Car in Montenegro With a US Driver's License?
Yes, most US tourists can rent a car in Montenegro with a valid US driver's license. You do not normally need a Montenegrin driving license for a short rental, but an International Driving Permit is recommended.
The short answer
Your US license is the main document. The International Driving Permit, or IDP, is only a translation booklet that supports it. It does not replace your license.

For most American visitors, the practical answer is simple: bring your US license, passport, booking confirmation, and a payment card in the main driver's name. If you have time before the trip, get an IDP as well.
What US drivers need at pickup
At the rental desk, the company will usually ask for your passport and your US driver's license. Some suppliers also want to see the booking voucher, especially if you arranged airport pickup in Podgorica or Tivat.
The license should be valid for the full rental period. It should also be a full license, not a learner's permit, temporary paper document, or expired card with a DMV renewal receipt. A document that works inside your state may still be refused by a rental agent in Montenegro.
The license should be readable and issued in Latin characters. Most US licenses are, of course, but the point is whether the rental company can clearly check your name, license number, date of birth, license category, and expiry date.

The IDP question
Often, a US license alone is accepted for a short tourist rental. Still, an IDP is worth carrying.
AAA, one of the two organizations authorized to issue IDPs in the United States, explains that the permit translates your driver information and must be carried together with your original license. It is not a standalone document.
This is where people get caught. They hear "international permit" and assume it is the main license. It is not. If you leave your US license at home and bring only the IDP, you may not get the car.
The reason to carry an IDP is practical. A rental company may ask for it. A police officer may find it easier to read. An insurance claim may go more smoothly if your driving details are presented in a standard international format. That does not mean every American driver without one is refused.

Temporary licenses are risky
Do not rely on a temporary US license for a Montenegro rental.
A paper renewal receipt, temporary DMV printout, learner's permit, or restricted license may be refused. Even if it is valid in your home state, the rental company has to decide whether it is acceptable for its insurance and local procedure. Many will not want the discussion.
If your license expires close to your travel date, renew it before the trip. Also check that the card will still be valid on the day you return the car, not just the day you pick it up.
Cards, borders, and long stays
The safest setup is this: the main driver's passport, license, booking, and payment card all show the same person. Some suppliers require a credit card. A US license also does not automatically give you permission to take a rental car out of Montenegro.
